No turn on red – Millenium Park Chicago

A group of people on a cloudy/rainy day in Chicago at the corner of Millennium Park. I was just walking out of the park after taking pictures of the commonly know as The Bean (Cloud Gate) and there was this group of people waiting for the red light and I thought it was kind of funny that the sign next to them would read “No turn on red”

What is the regulation or law which describes how and where traffic signs are placed?

Hi Robert,
I honestly have no clue what the regulation or law says.
I just found funny in a way that I took the picture that inspired this painting from an angle where I captured the “No turn on red” sign that is obviously for cars not pedestrians, exactly when pedestrians were standing by waiting for the light to go across the street.
