Hi Robert,
I honestly have no clue what the regulation or law says. 
I just found funny in a way that I took the picture that inspired this painting from an angle where I captured the &quot;No turn on red&quot;  sign that is obviously for cars not pedestrians, exactly when pedestrians were standing by waiting for the light to go across the street.
